On April 8, 2014, Elk Grove Village passed Ordinance No. 3377 that created a new Crime Free Multi-Housing Program. The program was implemented in order to protect all Elk Grove Village residents' safety, and reduce the chances of rental properties causing deleterious effects on adjacent properties, property values and owners.
The Elk Grove Village Crime Free Multi-Housing Program (CFMH) is designed to enable tenants, owners, and managers of rental properties to reduce activities on their property which negatively impact quality of life. Single family rental properties and multi-housing residential properties are included within the program.
Homeowner's associations can adopt the CFMH to positively effect the rental unit portions of their association. This simple and direct program is solution oriented, and has been proven highly effective if the guidelines are followed.
The program utilizes a three-part approach that ensures the crime prevention goal, while maintaining a tenant-friendly approach.
Phase #1: Requires property owners, managers or agents to attend a training seminar presented by the Elk Grove Village Police Department.
Topics Include: Crime Prevention, benefits of applicant screening, crime free lease addendum, evictions, and pro-active management techniques (The Elk Grove Village Ordinance requires owners to at least implement Phase #1 and pass an inspection to be rental license compliant). Phase #2: Requires the property owner, manager or agent to meet the minimum security requirements of Crime Prevention Through Environmental Design (CPTED) certification. CPTED Reviews security requirements necessary to enhance tenant safety.
Phase #3: Requires the property owner, manager or agent to hold a tenant crime prevention meeting to obtain full-certification. The property owner, manager or agent will be provided with materials and assistance to publicize the meeting with their tenants.
Upon completion of Phase #1, Phase #2, and Phase #3, property owners, managers, or agents may post signs on their property indicating participation in the Elk Grove Village Crime Free Multi-Housing Program. Additionally, they will be granted the use of the CFMH program logo in their brochures and advertisements.

Fee Schedule:
Multiple Dwelling Rental Units (Apartments) - $50/unit
Single Family Residence - $100
Multi-Family Rental Dwelling (Condos/Townhomes) - $100/unit
Individual Room within Single Family Residence - $50
Re-inspection fees apply after two (2) failed inspections.
Step 2 - Complete Crime Free Multi-Housing Training
Property owners, managers or agents must complete training by reading through the presentation, passing a short quiz regarding the material in the presentation, and return a signed lease addendum to the Crime Prevention unit. Once these steps are complete, you will receive a certificate of completion of the Crime Free Multi-Housing program via email. Please use the links below to complete these steps:

Step 3 - Have Your Rental Property Inspected

Upon successful completion of steps 1, 2 and 3, you will receive your rental license.
